Neal Litvack
President, MSPCA-Angell

Neal Litvack is President & CEO of MSPCA-Angell. The organization, headquartered in Boston, is a leader in animal protection and veterinary medicine and provides hands-on care for thousands of animals each year. Founded in 1868, the full name of the organization is Massachusetts Society for the Prevention of Cruelty to Animals – Angell Animal Medical Center. MSPCA-Angell comprises animal care and adoption centers, advocacy and law enforcement, and one of the largest animal hospitals in the U.S.

Prior to joining MSPCA-Angell in 2020, Neal served as Chief Development Officer and then Chief Marketing Officer for the American National Red Cross (ARC) in Washington, D.C. From 2003 to 2009, Neal was the Chief Operating Officer and a member of the History and Social Sciences faculty at Milton Academy. From 1986 to 1997, and again from 2000 to 2003, Neal worked for Fidelity Investments, where he was President of Marketing for the Personal Investments Division. Between 1997 – 2000, Neal was Executive Vice President of Marketing at Nvest LP (now Natixis), an investment management holding company. In addition, he held positions with Bain and Company, HBO, and General Foods (now part of Kraft-Heinz).

Neal received a Bachelor of Arts degree in Economics and Psychology from Vassar College and an MBA degree from Harvard Business School. Neal is a former board member of The Animal Rescue League of Boston, Buddy Dog Humane Society in Sudbury, MA, AMR Research (now a division of Gartner, Inc.), and was Chairman of the Board of Trustees at Dedham Country Day School in Dedham, MA.

Interim Chief of Staff
Dr. Megan Whelan
Interim Chief of Staff

Dr. Whelan is the Interim Chief of Staff at Angell, as well as our Chief Medical Officer in Boston. She is board certified by the American College of Veterinary Emergency and Critical Care, and she co-directs the Emergency and Critical Care service at Angell alongside Dr. Kiko Bracker.

Dr. Whelan also serves as the Director of Angell’s Internship Program. As Internship Director, she oversees the clinical education of new veterinarians as they rotate throughout all of Angell’s specialty services.

In 2003, Dr. Whelan graduated from the Cummings School of Veterinary Medicine at Tufts University. She completed a one-year, rotating internship program at Angell and a three-year E/CC residency at Tufts before joining Angell’s senior staff.

Mike Keiley
Vice President, Animal Protection Division

Mike Keiley has been working in animal welfare since 1994. He currently works as the Vice President of the Animal Protection Division for the MSPCA-Angell. In this role, he oversees the operations of numerous MSPCA-Angell departments and initiatives, including: four adoption centers; three community clinics; a robust Community Outreach program that serves nine key communities; the Humane Law Enforcement department, which investigates animal neglect and cruelty across Massachusetts; the Advocacy department; the Equine and Farm Animal program; and the relocation program, which is the largest in New England. Combined, these programs help positively impact the lives of 110,000 animals annually.

Mike Travis
Chief Development Officer

Mike Travis is Chief Development Officer at MSPCA-Angell, where he leads fundraising strategy and philanthropic partnerships to advance the organization’s mission of protecting animals and strengthening the human-animal bond. With more than 20 years of nonprofit leadership experience, Mike has held senior development roles at organizations including Boston Children’s Museum and Boys & Girls Clubs of America, leading successful fundraising initiatives, strategic partnerships, and transformational campaigns across the healthcare, human services, youth development, and cultural sectors. He is known for building strong relationships with donors, boards, foundations, and community leaders to drive meaningful impact.

Mike earned a Bachelor of Science in Journalism from the University of Massachusetts Amherst and holds certificates in Fundraising Management from Indiana University Lilly School of Philanthropy and Organizational Development from DePaul University. He lives on Boston’s South Shore with his husband, daughter, two Boxer dogs, and two cats.

Anthony Spangenberg
Chief Information Officer

Anthony Spangenberg is the Chief Information Officer at the MSPCA-Angell. He leads the organization’s technology strategy with a focus on modernizing systems and driving efficiency to support our mission of care and kindness for all animals.

Prior to joining the MSPCA-Angell, Anthony served as Vice President of IT Corporate Functions at Houghton Mifflin Harcourt in Boston from 2022 to 2025, leading a global team that was responsible for all enterprise back-end systems and serving as the technology partner for Finance, HR, Legal, Sales, and Operations. From 2019 to 2022, Anthony was a Senior Director at PTC, where he was a key contributor to a multi-year enterprise initiative focused on data governance and ERP transformation planning. He held senior IT leadership roles at Boston Scientific and Covidien/Medtronic from 2014 to 2018. He started his IT management career at EMC Corporation, where he spent more than a decade in roles of increasing responsibility from 2000 to 2014.

Anthony holds a Master of Business Administration from the University of Massachusetts and a Bachelor of Arts from Westfield State University.
