PLEASE NOTE: As of November 30, 2023, MSPCA-Angell at Essex has reached capacity and is no longer accepting new clients for general or primary veterinary care under the low-income program.
However, we are accepting new low-income clients for general surgical and dental procedures for their pets, such as spays/neuters and teeth cleaning.
We are also currently accepting Massachusetts Animal Fund vouchers for free spays and neuters.
Financial Qualifications
The MSPCA-Angell at Essex offers discounted services to pet owners who meet the financial criteria. The clinic reserves a portion of appointment times for discounted services, and all pet owners are welcome to take advantage of this offer.
In order to qualify for the discount, clients must present a photo ID along with one of the following documents.
- Women, Infants, and Children (WIC) Program card
- Supplemental Nutrition Assistance Program (SNAP) card (formerly known as Food Stamps/EBT)
- Massachusetts Animal Fund low-cost spay/neuter certificate
- Letter/lease from the owner’s local housing authority showing that the owner is a participant in public housing
- Letter/bill demonstrating government fuel assistance
- Most recent tax return (Form 1040) showing total income at or less than 200% of the federal poverty level, adjusted for household size
The person whose name is on the card or documents must be present (i.e., they can’t send a relative or friend). The only exception is a spouse with the same last name and address.
